The short answer is that foreign citizenship does not by itself prevent someone from buying OSAGO (ОСАГО) in Russia. A car with foreign registration can also be insured. A Russian driving licence is not required in every case, but the validity of a foreign licence must be checked separately from the insurance policy.

An OSAGO (ОСАГО) policy proves that civil liability is insured. It does not prove that a particular person has the legal right to drive in Russia.

Who can buy OSAGO (ОСАГО)?

The duty to insure civil liability is connected with owning and using a vehicle, rather than citizenship. The Bank of Russia says an insurer must enter into a contract with an owner who submits an application and the required documents.

A named-driver policy lists the people permitted to drive. A policy can also allow any driver. This choice affects the KO (КО), KBM (КБМ) and KVS (КВС) factors and the price, but it does not replace checking whether each person may legally drive.

Can a car registered in another country be insured?

Yes. The Bank of Russia explicitly states that Russian law does not prohibit OSAGO (ОСАГО) for a vehicle registered abroad. These policies are common in practice: NSIS reports 586,600 annual OSAGO (ОСАГО) policies for vehicles with non-Russian plates in 2025.

Before travelling, separately check whether an international motor liability policy issued for the car is valid in Russia. For example, NSIS describes a separate Union State insurance policy for Russia and Belarus. An ordinary foreign motor policy does not automatically replace Russian OSAGO (ОСАГО).

Does the current calculator cover a foreign car?

No. The first totalosago.ru calculator is limited to privately used passenger cars registered in Russia.

The regulated formula for a foreign-registered vehicle temporarily used in Russia is different: it uses the insurance-term coefficient KP (КП) instead of the seasonal-use coefficient KS (КС). We will add this scenario separately with its own tariff data, validation and tests.

Do I need a Russian driving licence?

Not in every case. Russian law allows driving with a Russian licence, a foreign national licence or an international driving permit when the applicable conditions are met.

The main rules include:

The result depends on the person’s status, the issuing country and the purpose of driving. Check the current version of Article 25 of Federal Law No. 196-FZ before driving or obtain advice for the individual case.

Can a foreign licence be entered in e-OSAGO (е-ОСАГО)?

Yes. The Bank of Russia explains that the application form allows a foreign national driving licence. An insurer cannot block it solely because the licence was issued abroad.

If an insurer’s website cannot process the document number or format, that technical failure does not mean the policy is prohibited. Save screenshots showing the date and time and contact the insurer through another channel. An unjustified refusal can be reported through the Bank of Russia online reception service.

Which documents are usually needed?

The Bank of Russia lists the main documents for an OSAGO (ОСАГО) contract:

  1. the OSAGO (ОСАГО) application;
  2. a passport or another identity document for the owner;
  3. the vehicle registration document;
  4. driving licence details for people included in a named-driver policy.

An insurer may clarify the format of a foreign document and how its details should be verified. Before paying, check the name spelling, registration number, VIN, country of registration, policy term and driver list.
